History of Manley

Manley owes its existence to the Missouri Pacific Railroad, which built its main line from Atchison, KS, to Omaha in 1881-82. This line traversed Cass County south-to-north coming through Avoca, Weeping Water, Manley, and on to Louisville.

Members of the Planning Commission are approved by a majority vote of the members of the Village Board. Members must be residents of the municipality, except that in the case of a village planning commission, a maximum of two members may reside within the area outside of the village over which the village is authorized to exercise planning and zoning authority. Members shall not hold any other municipal public office, except when appointed to serve on a board of adjustment.

A planning commission is a review and recommendation body only.  It is not empowered to have independent authority over the implementation of the plans it is responsible for preparing or to implement or administer any regulation or program established to implement the comprehensive plan or other plans prepared by the commission.  These authorities are left up to the governing body (Village Board) of the jurisdiction which created the planning commission.

The planning commission has review authority over any actions of the Village Board which relate to the powers and duties of the commission.  The governing body (Village Board) which appoints a planning commission shall not hold any public hearing or take any action on matters relating to the comprehensive plan, capital improvements, building codes, sudivision development, annexation of territory, or zoning, including amendments thereof, until it has received the recommendation of the planning commission.

Members of this Commission serve without compensation for the time they commit to their service.
